有时，我们需要告知他人，某项规定（或其他重要事件）自某个特定日期起开始生效。这种情况用英文该如何表达呢？
自XX(某个)日期起开始生效，在英文里常用到一个词汇：effective（adj.有效的，起作用的。actually in operation or in force; functioning），其后可以搭配不同的介词（preposition），具体视情况而定。比如：(be) effective on/from/at。这里的on, from后面往往接一个日期，二者在某些情况下可以互换；At则多跟某个具体时间点。值得指出的是，有不少观点认为（见参考链接(1)），on既可以表示仅在某个具体的日期生效，也可指从某日起往后的所以时间。因此使用on，意思比较含混（ambiguous），需根据上下文判断。而(be) effective from … to…，则表示在指定的时间段内生效。
